IIPC – Meet the Officers, 2019

The IIPC is governed by the Steering Committee, formed of representatives from fifteen Member Institutions who are each elected for three year terms. The Steering Committee designates the Chair, Vice-Chair and the Treasurer of the Consortium. Together with the Programme and Communications Officer (PCO, based at the British Library), the Officers are responsible for dealing with the day-to-day business of running the IIPC.

The Steering Committee has designated Hansueli Locher, Swiss National Library, to serve as Chair, Mark Phillips, University of North Texas, to serve as Vice-Chair and Sylvain Bélanger, Library and Archives Canada, to serve as Treasurer in 2019. CLIR (the Council on Library and Information Resources) remains the Consortium’s fiscal host.

The Members and the Steering Committee of the IIPC would like to thank Jefferson Bailey (IIPC Chair, September 2017 – January 2019 and Vice-Chair, April 2016 – September 2017), Internet Archive, Sylvain Bélanger (IIPC Vice-Chair, September 2017 – January 2019) and Tom Cramer (IIPC Treasurer, September 2017 – January 2019), Stanford University Libraries, for contributing their time and expertise to support the Consortium during their extended terms of office.

The nomination process for the IIPC Steering Committee is still open and five seats will become available as of June 1st 2019. IIPC Members are invited to nominate themselves by sending an email including a statement to the IIPC Programme and Communications Officer by March 1st 2019.


IIPC CHAIR

Hansueli LocherAfter being a teacher for several years Hansueli Locher decided to turn his hobby – computer science – into his profession. He worked at the Swiss Federal Statistical Office where he was responsible for database supported evaluations of statistical data. He also developed a library system and supervised information projects with strong IT-links. Since 2000 he is working at the National Library. As Project Manager “Archiving” he was responsible for the technical aspects of long-term preservation of digital objects. As Head of ICT Services he is now responsible for IT at the Swiss National Library and the Federal Office of Culture. Swiss National Library joined IIPC in 2007 and Hansueli has represented the Library in the Steering Committee since 2013. Hansueli has also been the Lead and is now one of the Co-Leads of the IIPC Partnerships and Outreach Portfolio and was on the Organising Committee for the General Assembly and the Web Archiving Conference in Wellington, New Zealand.

 

IIPC VICE-CHAIR

Mark PhillipsMark Phillips is Associate Dean for Digital Libraries at the University of North Texas (UNT) in Denton, Texas. Mark has been involved with all stages in the development of the digital library access and preservation infrastructure at the UNT Libraries. The UNT Libraries’ Digital Collection manages over 2.5 million digital resources made available through the interfaces of The Portal to Texas History, the UNT Digital Library, and the Gateway to Oklahoma History. In addition to digital library infrastructure development, Mark has been involved in the web archiving activities at the UNT Libraries since 2004 including the 2008, 2012, and 2016 End of Term Web Archive activities and the development of the URL Nomination Tool. He has been active in IIPC since the UNT Libraries joined the Consortium in 2008 and has served as the UNT representative for the IIPC Steering Committee since 2015. Mark has been one of the Co-Leads of the IIPC Partnerships and Outreach Portfolio and is currently the Portfolio’s Lead.

 

IIPC TREASURER

Sylvain BélangerSylvain Bélanger is Director General of the Digital Operations and Preservation Branch for Library and Archives Canada since February 2014. In this role Sylvain is responsible for leading and supporting LAC’s digital business operations, and all aspects of preservation for digital and analog collections. Prior to accepting this role, Sylvain was Director of the Holdings Management Division since 2010, and previously Corporate Secretary and Chief of Staff for Library and Archives Canada. Library and Archives Canada is one of the founding members of the IIPC.

The Steering Committee is the executive body of the IIPC, currently comprising 15 member organisations, that take a leadership role in the high-level strategic planning, development and management of programs, policy creation, overall administration, and contribution to IIPC Portfolios and other activities.

What is at stake?

Serving on the Steering Committee is an opportunity for motivated members to help guide the IIPC’s mission of improving the tools, standards and best practices of web archiving while promoting international collaboration and the broad access and use of web archives for research and cultural heritage. Steering Committee members are expected to take an active role in leadership, contribute to SC and Portfolio activities, and help guide and administer the organisation.

Who can run for election?

Serving on the Steering Committee is open to any current IIPC member and we strongly encourage any organisation interested in serving on the Steering Committee to nominate themselves for election. SC members are elected for 3 years and meet twice a year in person, once during the General Assembly, once in September or October and two or more additional times by teleconference.

Please note that the nomination should be on behalf of an organisation, not an individual. Once elected, the member organisation designates a representative to serve on the Steering Committee. The list of current SC member organisations is available on the IIPC website.

How to run for election?

All nominee institutions, both new and existing members whose term is expiring but are interested in continuing to serve, are asked to write a short statement (max 200 words) outlining their vision for how they would contribute to IIPC via serving on the Steering Committee. Statements can point to past contributions to the IIPC or the SC, relevant experience or expertise, new ideas for advancing the organisation, or any other relevant information.

All statements will be posted online and emailed to members prior to the election with ample time for review by all membership. The results will be announced in April and the three-year term on the Steering Committee will start on 1 June.

IIPC Steering Committee Election 2018: nominations and results

The 2018 IIPC Steering Committee (SC) elections featured 3 vacant seats. The KB (Netherlands), BnF (France), and UNT (United States) all had reached the end of their prior three-year terms. The period for IIPC members to nominate themselves for election to the SC was opened on December 1, 2017 and ran until March 25, 2018. During the nomination period, three nominations were submitted, by KB, BnF, and UNT. Thus, unlike prior years, no election process is necessary since the expiring members were the only three to nominate to fill the three vacancies. Congratulations and thanks to KB, BnF, and UNT for their long service on the SC and their willingness to continue to serve another term. In 2019, the Steering Committee will have 5 (or potentially 6) spaces open up for election and we encourage any members interested in joining the SC for the first time and contributing to the management and strategic direction of the organization to nominate themselves. The SC meets in early April at DNB (Germany). Be on the lookout for reports on outcomes from that upcoming meeting.

Nomination statements:

Bibliothèque nationale de France / The National Library of France

 The National Library of France (BnF) started its web archiving programme in the early 2000s and now holds an archive of nearly a petabyte. We use and share expertise about key tools for IIPC members (Heritrix 3, OpenWayback, NetarchiveSuite, webarchive-discovery) and contribute to the development of several of them. We have developed BCweb, an application for seeds selection and curation by librarians which is being open sourced.

The BnF has been involved in IIPC since its beginning and remains firmly committed to the development of a strong community, in order to sustain these open source tools and to share experiences and practices. We have attended, and frequently actively contributed to, general assembly meetings, workshops and hackathons, and most IIPC working groups, in particular Preservation and Collections Development. We are also involved in the new Training working group. Finally, we have invested effort in making the WARC format an ISO standard and will continue to work on its evolution. Our participation in the steering committee, if continued, will be focused on making web archiving a thriving community, engaging researchers in the study of web archives and developing strong archiving strategies for all kinds of web content, including social media.

Koninklijke Bibliotheek / National Library of the Netherlands

The KB is currently a member of the Steering Committee and chair of the Membership Engagement Portfolio Group and would like to nominate itself for election of a new term in the Steering Committee.

The Netherlands were one of the early adopters of the Internet: in fact the 3rd website worldwide was from the Dutch National Institute for Subatomic Physics. The KB started in 2007 collecting websites based on selective harvesting. Currently we harvest around 13.000 websites. Due to copyright reasons, the web sites can only be seen on the premises. Collaboration with other Dutch organizations will improve the coverage of the preserved Dutch national web. In the nationwide Dutch “Network Digital Heritage” we work together on various projects with both GLAM institutions as well as researchers and suppliers of web archiving services to improve the web archiving of the Dutch web. The KB is looking forward to bring this experience to the IIPC and to develop plans to make new connections between the members of IIPC and with other organizations related to the field of creating web collections, web publications, researchers, tool development and digital preservation.

The University of North Texas Libraries 

The University of North Texas (UNT) Libraries is interested in serving another term on the IIPC Steering Committee. As a library that serves a Tier One university and a student population of 38,000 students, we are committed to providing a wide range of resources to researchers. Of these resources, we believe that the preservation of and access to Web archives is an important component. We began capturing websites in 1997 and joined the IIPC in 2007. We find great benefit in participating with an international community dedicated to preserving the Web.

In the last decade, we participated in working groups and served on the steering committee for a number of years. We actively participated in such projects as tool development and maintenance for Open Wayback and Heritrix with UNT Libraries serving as project lead for the Open Wayback project. We participated in collaborative archiving projects including development of the URL Nomination Tool, and served as Steering Committee officers when requested.

If elected, the UNT Libraries will strive to collaborate with our fellow members and represent the best interests of the IIPC community to continue to move forward the preservation of the Web.

Open letter by IIPC Chair

Dear colleagues,

As we are about to gather in London for a week of web archiving events, the time has come to greet our new members and new Steering Committee members.

This year, we are welcoming 4 new member organisations who have recently joined the Consortium: National Library of Ireland, Bibliotheksservice-Zentrum Baden-Württemberg (BSZ – Library Service Center Baden-Wuerttemberg), National Library of Luxembourg, and MirrorWeb Ltd. A warm welcome to them all. We hope to have the opportunity to meet them in person at the Web Archiving Conference in London.

Following up on the Steering Committee elections which took place last month, I’m also very happy to welcome 3 new members to the Steering Committee: Columbia University Libraries (Alex Thurman), National Library of Finland (Lassi Lager) and Bibliotheca Alexandrina (Yussef Salah). Congratulations to Library and Archives Canada (Sylvain Belanger) and National Library of Spain (Mar Pérez Morillo) who have been re-elected to serve for another 3 years. All will join the Steering Committee upcoming meetings, first virtually in June, then physically in September in Ottawa.

I would like, also, to thank very warmly the Steering Committee outgoing members: Birgit N. Henriksen from the Royal Danish Library, Svein Arne Solbakk from the National Library of Norway and Kenny Chan from the National Library Board of Singapore. Their engagement over the past years is much appreciated and we look forward to continuing to work with them in other web archiving activities.

An election to fill the five vacant seats will be held from 10 April to 10 May. The IIPC member organisation’s official representatives will receive an email with instructions on how to vote. Each member will be asked to cast five votes. The representatives should ensure that they read all the nomination statements before casting their votes. The results of the vote will be announced on the Netpreserve blog and Members mailing list on 15 May.

BIBLIOTECA NACIONAL DE ESPAÑA (NATIONAL LIBRARY OF SPAIN)

The Spanish Web Archive launched its web archiving project in 2009. It is one of the strategic projects of the National Library of Spain, having as its main goal the long-term preservation of the online documentary heritage.

Our position at the Steering Committee since 2013 provides cases of the day-to-day challenges that the National Libraries have to afford when starting projects of such a scope, along with the experience of implementing the legislation on non-print legal deposit.

The BNE has become an active member of the IIPC, and has shown its institutional commitment to promote web archiving and IIPC membership in Latin America. The National Library of Spain acts as an “ambassador” of the IIPC to the Spanish-speaking countries. Apart from Chile, that entered the IIPC in 2012, the BNE is in close contact with the National Library of Colombia for this purpose, as the latter asked the BNE for advisory to launch its own web archiving project. Our position in the Steering Committee will help to show the IIPC interest to promote IIPC web archives in Latin America.

The National Library of Spain (BNE), committed to the development of web archives over the world as a way to preserve the documentary heritage online, would like to stand for reelection to one of the seats of the IIPC Steering Committee.

 

BIBLIOTHECA ALEXANDRINA

In line with the Bibliotheca Alexandrina’s mission of being a center of excellence and in order to capture the marvels of the digital age, web archiving has been accorded a major importance amongst our various other digital endeavors. We started out in 2002 with a mirror of the Internet Archive’s 1996-2001 collection, which was later expanded to span approximately 10 years starting with 1996. Our current harvesting interest is Egyptian and Arab content. Working with big data is a real challenge and we always proved to be up to it. We like the thrill of capturing a snapshot of an ever-changing, very large-scale structure – the web. We believe in making software to make archiving the web more of a realizable thing. We believe one way the IIPC can help advance web archiving is through supporting efforts developing software for web archiving. This includes the access system (OpenWayback), capture tools, and web archive data analysis and manipulation tools.

 

COLUMBIA UNIVERSITY LIBRARIES

Columbia University Libraries joined the IIPC in 2011, and has been building web archive collections since 2008, notably on human rights. Devoted to web archiving collaboration, Columbia has hosted conferences and is the home for a joint Ivy Plus Libraries initiative to build shared web collections for ten large universities.

The respective mission statements of the IIPC and Columbia University commit to advancing knowledge through global exchange and international cooperation. The contrasting recent upsurge of nationalism, nativism and anti-intellectualism adds urgency to our work, and this tension is documented in the collections that IIPC members have built together on the European Refugee Crisis, World War I Commemoration, International Cooperation Organizations, and the Olympics.

Columbia’s IIPC representative is Alex Thurman (Web Resources Collection Coordinator), co-chair of the Content Development Group and member of the program committees for IIPC conferences in Reykjavik and London. Pamela Graham (Director of Global Studies) also contributes expertise in collection development and research use of web archives.

Columbia University Libraries now offers to serve on the Steering Committee to help ensure the continuity of the IIPC’s invaluable international cooperative effort and to advance with energy and commitment its portfolios of membership engagement, tools development, and partnerships/outreach.

 

KANSALLISKIRJASTO (THE NATIONAL LIBRARY OF FINLAND)

The National Library of Finland is a founding member of IIPC and archiving the Finnish web since 2006. It has been actively involved in many fields of international cooperation, for instance standardization, metadata, copyright matters and open science.

We need consortium level collaboration in many areas but we should also promote regional cooperation and cooperation between organizations sharing same kind of legal matters: copyright and personal data acts, shortcomings of legal deposit laws and restrictions of archiving.

If elected as a member of steering committee, we are willing to promote use of the archives in Nordic and Baltic countries and monitor web archiving related legislation in European countries and beyond. We are also willing to support new members from new areas to join the community.

Lassi Lager, the current IIPC representative, has worked for 14 years at the National Library of Finland, the last two years as Head of the Preservation Unit. Among the duties of his team are preservation, web archiving, electronic legal deposits, institutional repositories and URN resolver service. Earlier he has been working as collaboration coordinator, project manager and with many kinds of metadata issues. He has also earlier experience in international working groups and conference planning.

 

LIBRARY AND ARCHIVES CANADA / BIBLIOTHÈQUE ET ARCHIVES CANADA

LAC as the national Archives and National Library of Canada has a legal mandate to collect Internet resources of Canada. To that end LAC has had a web harvesting program for many years, and with the combination of all digital operations within one Branch in LAC in 2017, LAC is now putting greater and sustained emphasis on Canadian internet preservation. ‎

As part of its work on the Steering Committee LAC will work to expand participation into Latin America, and Asia, two important communities that need to be engaged in Internet preservation, and from which we can learn from. Through its participation in both the archival and library communities at the national and international level, LAC will work to increase the knowledge and understanding of the importance of internet preservation and the value of participating in a global consortium dedicated to such activities.

LAC looks forward to continued success of the IIPC’s activities, and is pleased to welcome the Steering Committee and the General Assembly to Ottawa in September 2017.

 

NATIONAL LIBRARY BOARD, SINGAPORE

The National Library Board of Singapore (NLB) promotes reading, learning and information literacy by providing a trusted, accessible and globally-connected library and information service through the National Library and a comprehensive network of Public Libraries. By forging strategic partnerships to cultivate knowledge sharing, the libraries also encourage appreciation and awareness of Singapore’s history through their wide range of programmes and collection on Singapore and regional content. As with all National Libraries, one of the core statutory functions is to preserve and promote national cultural heritage. NLB is in the process of revamping its NLB Act to include the archival of digital content about Singapore. We see Singapore playing a leading role to guide Asian libraries, especially Southeast Asia, in preservation of web content via the process of web archiving. In addition, we could coordinate and work with counterparts such as China, Japan and Korea National Libraries, to share what had been done in this area. NLB could start off by sharing its own development and progress in Web Archiving and Digital Preservation programme. We see that NLB could contribute as the voice for Asia and hence seek to continue as a Steering Committee member of IIPC.

IIPC Chair Address

Dear colleagues,

As I’m starting my term as Chair of the IIPC for 2016-2017, I’d like to share a few thoughts on what is ahead of us for this year. 2016 is the year of a new start, with a new Consortium Agreement signed for 5 years and the new organisation based on three portfolios: Partnership and Outreach, Tools Development and Membership Engagement. Time has come to build on these solid foundations, laid thanks to the great leadership and vision that Paul Wagner, my predecessor in the Chair position, has provided to our Consortium during the past 18 months.

The tasks undertaken since the General Assembly in Reykjavik have already demonstrated the efficiency of this new work structure. We have taken on board your feedback from the breakout sessions. The Membership Engagement Portfolio Lead Birgit Nordsmark Henriksen, along with our Programme and Communication Officer, is now committed to make information about Members activities in the field of web archiving better available on a renewed website. The Tools Development Portfolio Lead, Tom Cramer, has outlined a list of suggested actions and is planning an open call in order to identify potential projects that may be started this year with the IIPC’s support. Finally, the Partnership and Outreach Portfolio Lead, Hansueli Locher, is gathering ideas on how to engage new members in the web archiving community but also new partners in other domains such as academic research, technology and web development.

In June, during their next phone meeting, your Steering Committee will endorse a one year strategic plan describing the main areas of activities that we want to work on and the actions that we plan to achieve until mid-2017. We are targeting concrete, short-term actions with deliverables that will demonstrate our commitment to move forward and make the IIPC an organisation that is relevant to its Members and to the web archiving community at large.

One of the key actions is the organisation of the 2017 General Assembly and Web Archiving Conference. It will be held in Lisbon, Portugal, on 27-31 March 2017. I would like to thank Daniel Gomes from FCCN (Fundação para a Computação Científica Nacional) for accepting to take the lead on the organisation of this event, with the help of the Conference Programme Committee chaired by Nicholas Taylor (Stanford University Libraries). We expect the General Assembly to be an opportunity for fruitful exchanges and discussions and an input to the following year’s strategic plan. Regarding the Web Archiving Conference, building on this year’s success, we aim at making it an open time to share the latest updates in the field, with a strong contribution from the researcher community.

In the meantime, exciting work is going on within the very active IIPC working groups, in particular the Preservation Working Group (PWG) chaired by Gina Jones (Library of Congress) and Tobias Steinke (German National Library) and the Content Development Working Group (CDG) led by Abbie Grotke (Library of Congress) and Alex Thurman (Columbia University Libraries). Both PWG and CDG are building on the impetus of the GA workshops in their forthcoming projects. The PWG are working on the Compatibility Initiative while the CDG are focusing on the 2016 Summer Olympics and Paralympics Collections as well as the planned online News Around the World project (CDG). Stay tuned for more updates.

Finally, I want to thank our new Officers, Olga Holownia our Programme and Communication Officer and Marie Chouleur our Treasurer, for a very efficient start in their new duties this year. The day to day activities of our Consortium rely heavily on their work and I know they are very committed to provide us with a reliable work environment.

IIPC – Meet the Officers, 2016

The IIPC Officers include the Chair and Vice-Chair who are elected by the Steering Committee, the standing officers of Treasurer (based at the Bibliothèque nationale de France, BnF) as well as the Programme and Communications Officer (based at The British Library). The new IIPC Chair and Vice-Chair were elected during the General Assembly that took place in Reykjavík.

Emmanuelle Bermès is the deputy director for services and networks at National Library of France (BnF) since 2014. From 2003 to 2011, she worked in the digital libraries and digital preservation area, then moved into metadata management. From 2011 to 2014, she was in charge of multimedia and digital services at the Centre Pompidou (Paris, France).
In the course of her career, Emmanuelle has held a number of responsibilities at international level. She worked as an expert within Europeana and contributed to the design of the Europeana Data Model, before being elected to the Europeana Association Members Council in 2015. In 2010-2011, she was a co-chair of the Library Linked Data W3C incubator group. Member of the IFLA IT section since 2009, she initiated the creation of a Semantic Web special interest group (SWSIG) within IFLA. She became BnF’s representative within the International Internet Preservation Consortium (IIPC) in 2015, and was elected chair of IIPC in 2016.

Vice-Chair

Jefferson_BaileyJefferson Bailey is the director of Web Archiving Programs at the Internet Archive. He joined the Internet Archive in Summer 2014. Prior to joining IA, he worked on strategic initiatives, digital preservation, archives, and digital collections at institutions such as Metropolitan New York Library Council, Library of Congress, Brooklyn Public Library, and Frick Art Reference Library and has worked in the archives at NARA, NASA, and Atlantic Records. He has an MLIS in Archival Studies from University of Pittsburgh and a BA in English from Oberlin College. He once flew NASA’s Space Shuttle Simulator and caused, according to the flight engineer, “minor landing gear damage”. He has deaccessioned all records of this event from his personal archive.

Treasurer

Marie_ChouleurMarie Chouleur joined the National Library of France (BnF) in September 2015, becoming the head of Digital Legal Deposit. This service is responsible for collecting, preserving and promoting a large part of the National Library’s born-digital heritage: web archives, e-newspapers and e-books. She graduated from the École nationale des Chartes and the National Institute for Cultural Heritage (Institut national du patrimoine), obtaining a bachelor’s degree in literature and a master’s degree in history. Marie previously worked for the National Archives of France (Archives nationales) as a curator in charge of records related to environment, housing and town planning.

Programme and Communication Officer (PCO)

Olga Holownia is the IIPC Programme and Communication Officer at the British Library in London. With a PhD in Icelandic and English studies she has a keen interest in research spanning the fields of comparative literature, translation, cultural literacy and digital humanities. Olga has experience working on a number of interdisciplinary digital projects at the University of Iceland as well as organising international cultural events.
